IRSC is based in Serbia because this ex-socialist LMIC has shown that it is possible for a LMIC with limited resources to make the same massive improvements in road safety (57% reduction in annual deaths over 14 years) that far richer EU countries have achieved. Serbia did this by applying a systematic, scientific approach to the problem and strengthening key institutions. Other LMICs can learn from this success. IRSC includes and can draw upon the full range of skills, expertise, and resources of the key individulas and organizations that helped to deliver this road safety success in Serbia.
